The proposed legislative actions have the term of "eligible person" when it comes to getting a county birth registration record, expanded to include anyone who "purports" as a third party, in dealing with adoption, to not just access copies of the birth record, but also a certificate stating that the original birth record no longer exists.
This is what some may call "Paper Orphans", but I am going to pleasure my loyal fans in my consistency and call it for what it is, Trafficking Tiny Humans.
Yes, that is correct, corporations are now being codified as parents, with parental rights to get copies of birth records, for Medicaid billing purposes, of course.
To think, all these identities, just marinating in the databases of these corporate parents, just waiting to register to vote....

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 2891. (1) The state registrar or a local registrar
2 shall, upon receipt of a written request and payment of the
3 prescribed fee, conduct a search for a vital record for an
4 individual who purports to be eligible under section 2882 or for
5 an agency under section 2883(2) to receive a certified copy,
6 administrative use copy, or a statistical use copy of the
7 requested vital record. HOWEVER, IF A LOCAL REGISTRAR RECEIVES A
8 WRITTEN REQUEST AND PAYMENT OF THE FEE CHARGED BY THE LOCAL
1 REGISTRAR UNDER THIS SECTION FROM AN INDIVIDUAL WHO PURPORTS TO
2 BE ELIGIBLE UNDER SECTION 2882(1) TO RECEIVE A CERTIFIED COPY OF
3 A BIRTH RECORD OF AN ELIGIBLE INDIVIDUAL, THE LOCAL REGISTRAR
4 SHALL NOTIFY THE STATE REGISTRAR. UPON RECEIVING THE
5 NOTIFICATION, THE STATE REGISTRAR SHALL CONDUCT A SEARCH FOR THE
6 BIRTH RECORD OF THE ELIGIBLE INDIVIDUAL AND SHALL FURNISH TO THE
7 LOCAL REGISTRAR FOR ISSUANCE TO THE INDIVIDUAL MAKING THE REQUEST

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 2803. (1) "Abortion" means that term as defined in
section 17015.
(2) "Dead body" means a human body or fetus, or a part of a
dead human body or fetus, in a condition from which it may
reasonably be concluded that death has occurred.
(3) "ELIGIBLE INDIVIDUAL" MEANS AN INDIVIDUAL WHO IS THE
SUBJECT OF A BIRTH RECORD THAT IS ONLY AVAILABLE THROUGH THE OFFICE
OF THE STATE REGISTRAR AND WHO MEETS ANY OF THE FOLLOWING:
(A) HE OR SHE WAS BORN IN THE JURISDICTION OF THE OFFICE OF
THE LOCAL REGISTRAR WHERE THE CERTIFIED COPY OF THE BIRTH RECORD IS
BEING SOUGHT.
(B) IF THE INDIVIDUAL WAS ADOPTED AND HIS OR HER ACTUAL PLACE
OF BIRTH IS NOT LISTED ON THE BIRTH RECORD, HIS OR HER ADOPTION WAS
ORDERED BY A PROBATE COURT THAT IS LOCATED IN THE JURISDICTION OF
THE OFFICE OF THE LOCAL REGISTRAR WHERE THE CERTIFIED COPY OF THE
BIRTH RECORD IS BEING SOUGHT.
