Why must we import our intellectual resources?
Have you ever attended a Detroit Public School, or tried to pay for university tuition?
I will tell you this, there are many students from India, who come in, having been targeted and chosen in their hometowns, to secure a degree in engineering or medicine, to eventually secure that glorious HB-1, for the purposes of securing a job to send money back home to their families.
Sometimes, they send money home to their families so they can eat.
Sometimes, they send money home to their families so they will not be killed.
Many of these students, upon graduation, secure jobs through temporary employment services, like Kelly in federal and state governments.
This is the temporary employment group that would take in Pakistani and Indian tech workers who have recently graduated from graduate schools in the U.S. and needed HB-1 VISA to stay in the country.
The new grads were granted VISAs but were put up in houses, 10 deep at times, sleeping on floors, working for $20 an hour as temp workers in federal data programs.
Sometimes, there were students who were intentionally not allowed to graduate, being forced to work for less than minimum wage as temp employees, in highly technical jobs in federal intelligence situations, in fear of the lives of their family back home.
I helped a friend get an expedited HB-1 through the clause of being granted by securing employment through a non-profit.
My friend worked as "slave labor" with threats of the well being of his family back home, which he would send money back to them.
These students are not all bad, but in many situations, just poor kids trying to survive in a world that gave them no other opportunities in humanity, all by social design.
These foreign students are not just from India, but also Russia, Israel, Ukraine, oh, the list of nations goes on and on.

And, yes, some of these students are under the ages of 13 years and come in through university sports programs.
Some are under the age of 5 years because the INA has many situations of which to bring in foreign kids, because they all have to go to school, if they live that long.
One of the programs of bringing in foreign students is called international adoption and they do it, bearing the heraldry of the church, with the vessel manifest of their UCC student chattel.
This is one of the operations used to traffic these students:

The Indian Ministry of External Affairs said in a statement Saturday that it has been in contact with U.S. officials and has expressed concern for the detained students. The ministry said it urged the U.S. to release them “at the earliest” and cautioned that some “may have been duped.”
“Our concern over the dignity and well-being of the detained students and the need for immediate consular access for Indian officials to the detainees was reiterated,” the statement said.
It also said the students “should be treated differently from those recruiters who have duped them.”
In a statement Jan. 30, ICE said eight people had been charged with conspiracy to commit visa fraud and harboring aliens for profit.
“Homeland Security Investigations special agents uncovered a nationwide network that grossly exploited U.S. immigration laws. These suspects aided hundreds of foreign nationals to remain in the United States illegally by helping to portray them as students, which they most certainly were not,” Steve Francis, the Homeland Security Investigations special agent in charge, said in the statement.
The university in Farmington Hlls was operated for almost two years by HSI special agents as part of an undercover operation, the statement said.
The eight alleged recruiters assisted foreign citizen students in “fraudulently obtaining immigration documents from the school and facilitated the creation of false student records, including transcripts, for the purpose of deceiving immigration authorities,” it said.
“All participants in the scheme knew that the school had no instructors or actual classes,” the statement said.
