It is a policy think tank for the intergenerational wealthy who wish to gain insight into the lives of "The Poors" (always said with clinched teeth) they generally use to optimize profit of their Social Impact Bonds.
A bunch of intergenerational wealthy people, came up with a think tank to churn out papers to make them feel good about their failed privatized socioeconomic policies to keep those Social Impact Bonds going.

TRANSLATION: Low income students are enrolling at public colleges a higher rate because they qualify for federal grants, there are lots of community scholarships, and it is cheaper than an Ivy League school. The middle class kids cannot afford to go to school, but since they can afford technology, they can teach themselves because they have been exposed to the privatization propaganda pushed by groups like AEI and are sick of it. The pool of rich kids going to college is shrinking because money only buys so many degrees and most of them will just inherit the intergenerational legacy of the family name.
Now, you do not have to read the report, that they probably dumped a few hundred thousands on.
