Michigan Children's Trust Funds - A Brief History Of The Original Foreign Funded Propaganda Network

No one really knows how much is being laundered through the expansive networks of the Children's Trust Funds because they are foreign corporations to fund what is called "Child Abuse and Neglect Prevention" (a.k.a. child welfare propaganda) to solicit more tax exempt funding to fund social media campaigns to cover up Medicaid fraud in child welfare.

I just thought it prudent to provide a bit more of the history of Children's Trust Funds and the propaganda it cranks out.

The following video is the first in the launch of the tax contribution campaign on annual personal income tax returns, despite having the highest rates of concentrated poverty in North America.

The Children's Trust Fund of Michigan (CTF) is an independent, nonprofit organization created by Public Act 250 of 1982 as the only permanent source of funding for the statewide prevention of child abuse and neglect. This TV commercial was created to promote the state income tax check off campaign Children's Trust Fund is involved in.

Steve "needs to be formally extracted from society" Yager
Steve Yager 2017 Award Recipient Steve Yager is the former Director of the Michigan Department of Health and Human Services (MDHHS) Children’s Services Agency. Steve was a hardworking, knowledgeable and dedicated director. Under Steve’s leadership, the value of the Children’s Trust Fund (CTF) prevention mission was strengthened making the CTF a critical piece in the full continuum of children’s services. It was through both Steve’s creative problem solving and leadership that the CTF is now able to leverage new funding to support our prevention mission. His efforts were instrumental in establishing CTF as a model public-private partnership that creatively blends sources of support to expand prevention efforts throughout Michigan.

Tax Campaign A major fundraiser for the CTF is the ability for individuals to contribute while filing their annual state income tax. Individuals can donate by noting their intention to contribute on line 22 of the MI-1040 tax form, and then designating the CTF as their charity of choice by completing tax form 4642. All contributions through the income tax campaign are transferred to CTF to support prevention efforts throughout Michigan.

The Children with Special Needs Fund (CSN Fund)

James & Elsa PardeeThe Children with Special Needs Fund (CSN Fund) was created in 1944 when Dr.  James T. Pardee, co-founder of the Dow Chemical Company, bequested Dow Chemical Company stocks to the Children's Special Health Care Services (formerly Crippled Children's Commission). At the direction of his widow, Mrs. Elsa Pardee, the funds were to be used to assist children with special needs and not to be used to substitute for state appropriations. In keeping with these wishes, the Fund continutes to operate as a payer of last resort. The CSN Fund (formerly Crippled Children's Commission) was created per Part 58 Crippled Children Section 333.5861, Public Health Code to oversee the funds, below.

The original Pardee stock was sold in 1997 and used to purchase U.S. Treasury Notes. Although the CSN Fund still receives contributions from individuals, corporations, and businesses, the assets purchased with the earnings of the Pardee stock remain the largest part of the CSN Fund. In 2017, the Michigan State legislature passed HB 5748 to allow the state treasurer to invest the assets of the Fund more broadly to promote growth of the investments.

The name of the Fund has changed over the years. It was originally called the Crippled Children's Fund before the name was changed to Trust Fund for Children. In 2002 it became Children with Special Needs Fund (CSN Fund).

I can not find the fund. Can you believe it? You should have expected it. Perhaps, we should ask Bill Schuette if he inherited the CSN Fund responsibilities.

PUBLIC HEALTH CODE (EXCERPT)
Act 368 of 1978

333.5861 Receiving and holding title to property; property as trust fund; disposition of property; children with special needs fund; minimum balance.Sec. 5861.
(1) The department may receive and hold title to real and personal property by gift, devise, bequest, and conveyance to be used for the purpose of carrying out this part. The property accepted must be held and used as a trust fund for the purposes for which received. The department promptly shall send the money, securities, or like personal property received to the department of treasury to be credited to the fund of this state designated by the donor or the department. The income from securities must be sent promptly to the department of treasury to be credited to the fund designated and must be likewise disbursed.
(2) The children with special needs fund that operates under this section shall maintain a minimum balance of $18,000,000.00. If the balance of the children with special needs fund is less than $18,000,000.00, no money shall be expended from that fund until the balance of the fund exceeds $18,000,000.00.

History: 1978, Act 368, Eff. Sept. 30, 1978 ;-- Am. 2016, Act 427, Eff. Apr. 4, 2017 Popular Name: Act 368

Not one penny goes to the children as it is a foreign corporation and Medicaid pays for the special needs.

The children who are placed under the aegis of the state are considered property under chattel law, where, under the Public Private Partnership trend, the privatized contracted child placing agency becomes the corporate parent where all assets of the child are forfeited, which includes Medicaid and any other claims from the Social Security Trust Fund.

There is even a Michigan Children's Institute Fund
[O]perate as the state chapters for Prevent Child Abuse America and the National Alliance of Children’s Trust and Prevention Funds.
The National Alliance of Children's Trust and Prevention Funds started in Michigan, is incorporated in Kansas as a foreign corporation under UCC.

It always starts with the children because no one cares and this is a multi-trillion dollar network.

Michigan Children's Trust Fund Audit: Cinnaire's Tiny Human Trafficking TARP Slush Fund

The new Michigan Auditor General, Doug Ringler, is chugging right along in his global audit of the State's child welfare system.

The Michigan Office of the Auditor General has just released its report on the Michigan Children's Trust Fund, State Child Abuse and Neglect Prevention Board of the Michigan Department of Health and Human Services and it verifies everything I have ever said about it.

It is nothing but a trafficking tiny humans slush fund fraud.

I should know.

I have listened to many individuals who sat on these regional boards who told me that they do not even gather for meetings except on who is going to divvy up to loot.

The fund balance of 2016 was $26.7 million.

Why, oh why do these people keep using tiny humans to make money?

Alright, I shall tell you: the Children's Defense Fund and TARP.

Total assets of the Children's Defense Fund for FY 2014 were $35,129,433.00
The State Child Abuse and Neglect Prevention Board has absolutely no accountability on what it does with its Child Abuse Propaganda funding.

Yes, the Michigan Children's Trust Fund funds the generation of propaganda to promote its privatized social impact bonded, third party programs by making local child abuse and neglect council members "Fat, Dumb & Happy", as seen on the faces of the persons in the video.

The Audit found 4 reportable conditions, meaning, they found fraud and snitched to the feds.

I typically do not refer to the multiple jurisdictions of federal government as "feds", but in this instance, there are so many different avenues the Ringler may take to report these GAGAS violations.

It makes me all warm and fuzzy inside just thinking about which federal investigative entities will be looking for my guidance.

What is the stashed amount for Q1 FY 2018?

WARNING:  The video you are about to see contains graphic images of the privatized stakeholder, Mark McDaniel, CEO of Cinnaire, a multi-billion dollar corporation that generates profit from trafficking tiny humans and  stealing land using TARP, who are trying really hard to care about tiny humans of "The Poors" (always said with clinched teeth), by laundering money through the Children's Trust Fund.

Yup.

Do they have mortgages?

Yup.

Are they leveraging tiny humans for special investments through social impact bonds?

DMI adopts best practices in its responsible and nimble structure,
by blending the type of financing tools Michigan needs now and
by providing top level management and staff required to effectively
manage the effort. DMI partners and their principles have directly
managed more than $3.7 billion in similar successful projects and
funds. The partners have more than 100 staff and the
principals are national leaders in their field.
Yup.

Are they stealing land?

Yup.

Are they linked up with the "Legal Geniuses" (trademark pending) over there at the Detroit Land Bank Authority and the Clinton Foundation, et al?

Yup.

Are they stealing Hardest Hit Funds?

Yup.

Are they Corporate Shape Shifters?

Yup.

Are they funding political campaigns?  <=== Definite yes.  Just ask Kelly Ramsey, or me.

I guess we will just have to wait and see which federal entities will be partnering with Ringler.

These people profited from the death of Ricky Holland and two boys who survived the privatization of torture and trafficking of tiny humans because no one cares about children of "The Poors" (always said with clinched teeth).

Your TARP funds at work.

Happy National Adoption Month: SCOTUS - DHS v. States Children's Trust Funds On Trafficking Tiny Humans - DACA, DAPA Privatization Policies Of Fraud

Children's Trust Funds is the reason why we are in SCOTUS.

The link, below, is the first Petition for Certiorari, and a bit of history, in dealing with the chattel law in the trafficking of tiny humans under DACA and DAPA for National Adoption Month.

Happy National Adoption Month: TRUMP v. NAACP Petition For Certiorari To SCOTUS On Trafficking Tiny Humans - DACA, DAPA

In short, DACA and DAPA are policies, not laws, because the Congress refuses to make law in dealing with child immigration.

The reason why the Congress will not touch the fraud in child welfare is because it is what keeps them in a job.

That is why you have the States jumping to defend DACA because it is their money maker through the Public Private Partnerships o Children's Trust Funds:

QUESTIONS PRESENTED
This dispute concerns the policy of immigration enforcement discretion known as Deferred Action for Childhood Arrivals (DACA). In 2016, this Court affirmed, by an equally divided Court, a decision of the Fifth Circuit holding that two related Department of Homeland Security (DHS) discretionary enforcement policies, including an expansion of the DACA policy, were likely unlawful and should be enjoined. See United States v. Texas, 136 S. Ct. 2271 (per curiam). In September 2017, DHS determined that the original DACA policy was unlawful and would likely be struck down by the courts on the same grounds as the related policies. DHS thus instituted an orderly wind-down of the DACA policy. The questions presented are as follows: 1. Whether DHS’s decision to wind down the DACA policy is judicially reviewable. 2. Whether DHS’s decision to wind down the DACA policy is lawful.

PARTIES TO THE PROCEEDING
Petitioners are the Donald J. Trump, President of the United States; Jefferson B. Sessions III, Attorney General of the United States; Kirstjen M. Nielsen, Secretary of Homeland Security; U.S. Department of Homeland Security; and the United States.
Respondents are the Regents of the University of California; Janet Napolitano, President of the University of California; the State of California; the State of Maine; the State of Maryland; the State of Minnesota; the City of San Jose; Dulce Garcia; Miriam Gonzalez Avila; Saul Jimenez Suarez; Viridiana Chabolla Mendoza; Norma Ramirez; Jirayut Latthivongskorn; the County of Santa Clara; and Service Employees International Union Local 521.
And, in the Vidal, et. al. case, you have:
Respondents are Martin Jonathan Batalla Vidal, Antonio Alarcon, Eliana Fernandez, Carlos Vargas, Mariano Mondragon, and Carolina Fung Feng, on behalf of themselves and all other similarly situated individuals; Make the Road New York, on behalf of itself, its members, its clients, and all similarly situated individuals; the State of New York; the State of Massachusetts; the State of Washington; the State of Connecticut; the State of Delaware; the District of Columbia; the State of Hawaii; the State of Illinois; the State of Iowa; the State of New Mexico; the State of North Carolina; the State of Oregon; the State of Pennsylvania; the State of Rhode Island; the State of Vermont; the State of Virginia; and the State of Colorado.
I have included the petition for cert of the individual DREAMer defendants, below.

If you pay close attention to what I am saying, here, you will start to see a civil rights model.

No? You can not see the civil rights model?

Brown v. Board of Education.

In a nutshell, Brown v. Board of Education is child welfare legal precedent because it was the very first case that was based in what they called "science" back then.

The SCOTUS case was fast tracked by enjoining all parties into on case for orals and opinion.

I ran across a study that was actually used in one of the many enjoined cases in this action that came out of Kansas called Brown v. Board of Education.

Yes, I was intentionally redundant in my cadence, of saying Brown v. Board of Education came out of Kansas.

Do you know why?

Because, the chattel model was created, right here, in Michigan called the Michigan Children's Trust Fund and the model transposed to Kansas to set up the parent trust fund.

The National Alliance of Children’s Trust and Prevention Funds (Alliance) is the only national membership organization representing state children’s trust and prevention funds (CTFs).

Dr. Ray E. Helfer, M.D., began using his influence to create a protected source of funding for prevention by persuading the state legislature in Michigan to increase funding to add 50 full-time “prevention workers” to the protective services budget. After the “prevention worker” positions had been created and filled, all 50 had full-time protective service caseload and none of them was doing any prevention work. The needs and demands of children in crisis had compelled the decision makers to divert the money to treatment. This event helped shape the law that created Michigan’s Children’s Trust Fund and served as a model for all states.

In summation, DACA is nothing but a product of judicial lobbying of legislating from the bench through privatization under UCC laws as foreign corporations to fund political campaigns, to ensure more trafficking of tiny human policies go through so there is more appropriation of federal funding to secure more foreign contracts designed to traffic more tiny humans for the continuance of stealin' children, land and votes.

This is the reason why Medicaid Fraud in Child Welfare is going to SCOTUS.

It all started in Detroit.

It all started with the children because no one cares and there are too many trillions of dollars involved.

More Poverty-Shaming: Opioid Moms, Michigan Children's Trust Fund, Medicaid Fraud & Residuals Of The Peculiar Institution

Image result for babies left at churches history
St. Mary's Infant Asylum, an original foundling home

Michigan is so twisted when it comes to priorities in the general welfare of its citizens, or what I like to capture is the perpetuity of our most precious treasures, that the focus is on expansion of privatized programs, and not investing in the individual creators, themselves: The Parents.

This is the result of a carefully executed plan to impoverish the people, then steal the children, the land and the votes.

The Michigan Children's Trust Fund is the priority, not the people, hence the plan.

The plan is asset forfeiture, which used to be called tithing of your first born, if you were too poor to pay, or reimburse the kingdom for protecting you, or what I like to call neofeudalism, or rather life insurance policies to use as collateral for mortgages.

Just as Cinnaire.

Michigan Medicaid Targeted Population Cost Reimbursed Self Sufficiency Workforce Training Revenue Maximization & Asset Forfeiture Model

LANSING, Mich. - Gov. Rick Snyder today announced the appointments of Kathleen Trott of Birmingham and David Zyble of DeWitt to the Child Abuse and Neglect Prevention Board (Children’s Trust Fund).

The 11-person board promotes the health, safety and welfare of Michigan's children and families by funding local programs and services that prevent child abuse and neglect.

“I thank Kathleen and David for serving as a voice for Michigan’s children and families and for their dedication to keeping them safe," said Snyder.

Trott retired as an assistant attorney general from the Michigan Attorney General’s Office in 2013 and previously served as a litigation attorney at Trott & Trott, P.C. She is a board member of the Eckerd College Board of Trustees and served as a member and president of the board of trustees of CARE House of Oakland County. Trott holds a bachelor’s degree from the University of Michigan, a master’s degree in business administration from the University of Detroit and a law degree from Wayne State University Law School. She will represent the legal community and replaces Lena Epstein.

Zyble is the assistant vice president of Jackson National Life Insurance Company. He holds a bachelor’s degree in economics from Northern Michigan University and a juris doctor from Thomas M. Cooley Law School. He will represent the business community and replaces Karl Leuter.
Trott and Zyble will serve three-year terms expiring Dec. 19, 2020. Their appointments are subject to the advice and consent of the Senate.

The practice of foundling, a residual of the peculiar institution has returned to Michigan.

Michigan may add Safe Haven Baby Boxes for moms to drop off newborns

Typically, these children are immediately removed by Child Protective Services as the medical community is a licensed professional subject to mandatory reporting requirements.

Foster care is in full capacity in the Upper Peninsula of Michigan, which is a catalyst behind the mandatory work requirement for Medicaid.

These mothers obviously did not have access to prenatal care, let alone assistance for opioid addiction, which means they were probably one of "The Poors" (always said with clinched teeth), having no place else to turn but to have someone advocate, for the best feasible possibly option to help these parents, with a box to drop off a child, like women of "The Poors"  who were shamed by society used to do.

At least there was one person from the medical community who cared more about humanity than being a mandatory reporter.

So, instead of poverty shaming a targeted population, the Detroit Free Press needs to do an investigative report on how this geographic region of the state has been thrust into the raging arms of poverty, just like the State's major city, Detroit, where its children are being born to opioids, grounds for termination of parental rights for the rights to the trust funds.

The tiniest addicts: How U.P. babies became part of opioid epidemic

Newborns in the Upper Peninsula are hospitalized for drug withdrawal at the highest rate in Michigan.

The moms are ill, addiction is a disease, the nurses know that. And the moms' lives are complicated, full of dysfunction that led them to seek solace in drugs.  But none of that makes their situations any less maddening or upsetting. "I have tended to stay away from some of the drug babies because I don’t want that attachment," Cathy Hebert, a NICU nurse, confided through tears. "You don't know what's going to happen to that baby when it goes home. If that mom can't take care of herself, how can she care for another life?"

The nurses still cry when they talk about the baby who died last year, a couple of days after being discharged from the hospital. He'd been with them long enough to be aware of his surroundings and to coo and smile at the nurses, which made them love him all the more. They knew he wasn't going home to a good family situation, which worried them. His mother, they recalled, was so medicated, on something, that she had difficulty forming coherent sentences; she even had difficulty staying awake during meetings at the hospital. They didn't have much faith in the baby's father, either.

Moving Michigan Forward On The Bumpy Path To Privatization

And here we go!

Of course, Michigan cannot utilize its horrific Child Protective Services, as it would typically do in situations of environmental neglect such as lead poisoning, because you now have an entire community subject to have children removed and placed in foster care.

Then, as few individuals know, it would be a bit oxymoronic to use the Michigan Children's Trust Fund for anything remotely close to advocating for the children of Flint, as this money is strictly for the purposes of promoting child welfare propaganda to justify the need for the privatization of poverty.

As for the local councils funded by the Michigan Children's Trust Fund, well, allow me to just say that as long as they keep getting play money from the Fund, they will continue to do absolutely nothing.

Seriously.

(By the way, the last time I checked, the Michigan Children's Trust Fund has never been audited nor has it ever reported to the Legislature.)

So what Michigan has done is to hire a second public relations firm.
For this particular, how shall we say, "blemish" on the path to privatization, Snyder's child welfare propaganda machine has kicked in it newest spin on the Flint Water Crisis.

Instead of the media picking up the fact that Michigan has eliminated its Earned Income Tax Credit, it can now help in gaming the system by asking for Medicaid dollars instead of using the stash of Michigan.

Snyder asks for more Medicaid support for Flint

Michigan Gov. Rick Snyder announced Sunday that he has asked for expanded Medicaid support for about 15,000 Flint residents, especially for pregnant women and those under 21, in the wake of the city’s water crisis.

“Children, teens and young adults exposed to lead need more coverage to get testing and the treatment they need,” Snyder said in a news release. He submitted a request to the Centers for Medicare and Medicaid Services.

The expanded coverage would mean that all pregnant women and young people who used Flint’s water would be eligible for help, not just those whose income levels meet the requirements. (Those who earn more than four times the poverty level would have to buy into the program.)

Obama administration officials have already said on Friday that they expect to expand Medicaid services for Flint, including lead blood-level monitoring, behavioral health services and nutritional support for children and pregnant women in Flint as a result of the water crisis there.

Dieasha Davis ordered to pay over $24,000 in costs and disgorge all fees she earned since entry of an injunction barring her from preparing federal tax returns

On Friday, a federal court in Detroit, Michigan, found Dieasha Davis in civil contempt of a permanent injunction barring her from operating a tax return preparation business and preparing federal tax returns for others, the Justice Department announced.
In the contempt order, Judge Denise Page Hood found that Davis continued to prepare federal income tax returns and profited from preparing tax returns in violation of the court’s injunction, which had been entered against her and the business on September 25, 2017. Davis and the business agreed to the 2017 civil injunction order.
In February, 2019, following an investigation of Davis’ activities, the United States presented to the district court what the court on Friday found was clear and convincing evidence that Davis had violated the injunction. The court entered an order requiring Davis to file a written response to show cause why she should not be held in civil contempt. Davis did not file any response.
Based on the evidence submitted by the United States, the court also found that tax returns Davis prepared in violation of the injunction contained false and fraudulent information after entry of the injunction.
In addition, the court ordered Davis to pay to the United States $24,671 for attorney fees and costs incurred in detecting Davis’ non-compliance and bringing her violations of the injunction to the court’s attention.
Return preparer fraud is one of the IRS’ Dirty Dozen Tax Scams and taxpayers seeking a return preparer should remain vigilant. The IRS has information on its website about selecting a return preparer and has launched a free directory of federal tax preparers.
In the past decade, the Tax Division has obtained injunctions against hundreds of unscrupulous tax preparers. Information about these cases is available on the Justice Department’s website. An alphabetical listing of persons enjoined from preparing returns and promoting tax schemes can be found on this page. If you believe that one of the enjoined persons or businesses may be violating an injunction, please contact the Tax Division with details.

Child Abuse Prevention Month

Pinwheels for Prevention LogoSince 1985, April has been nationally recognized as Child Abuse Prevention Month. The Michigan Children's Trust Fund (CTF) has used this special time each year to acknowledge the importance of families and communities working together to prevent child maltreatment in all its forms.

On April 25, 2019, at 11:00 AM the MI CTF will host the 11th annual State of Michigan's Child Abuse Prevention Awareness Day Rally, procession and pinwheel garden planting event in recognition of Child Abuse Prevention Month. (Note: The pinwheel is the nationally recognized symbol for child abuse and neglect prevention. It also symbolizes the belief that every child has the right to grow and flourish to his/her full potential within a nurturing environment.)
Our Child Abuse Prevention Awareness Day rally will be held at the steps of the State Capitol in downtown Lansing.

This one hour event will bring together notable speakers, entertainment and hundreds of people to recognize the issues of child maltreatment and the geat prevention work being accomplished, and to honor all the children and families of Michigan.

The event's theme will once more be The Power of One. This statewide initiative under the leadership of the Children's Trust Fund asserts that the power of one person, one community, one dollar and one action can make a positive impact on the prevention of child abuse.

Another Corporate Parental Rights Asset Forfeiture Law - Ohio - Happy Child Abuse Propaganda Month

The following is from the Ohio Children's Trust Fund, in its focus on infant mortality.
Ohio Department
Ohio Children's Trust Fund
Infant mortality continues to be a serious issue in Ohio, despite recent improvements. From 2016 to 2017, the last available data, the number of infant deaths decreased from 1,024 to 982 statewide, with the leading cause being premature births. While this represents a decrease, racial disparity continues to be an issue in Ohio.
The state as a whole has been committed to reducing this number. The Trust Fund, in particular, has tackled this issue through raising awareness about safe sleep practices to prevent sleep-related deaths. Through these efforts, the number of sleep-related deaths in Ohio has been reduced, but this remains vital education for parents, caregivers and professionals.
As an organization dedicated to preventing child abuse and neglect, the Ohio Children’s Trust Fund is passionate about helping to reduce — or eliminate — preventable causes of infant mortality so that all children get the chance to grow up happy, healthy, and safe. The Trust Fund prioritizes infant mortality prevention as a key initiative.

I have no idea how a state measures race, let alone racial disparities when it comes to premature births and infant mortality, let alone any other measurements of a child's well-being.

Typically, premature births and infant mortality are closely associated with poverty.

No one knows how much is really being held in the Ohio Children's Trust Fund because it is not incorporated and operates under the Kansas corporate parent, which may be Michigan controlled, but we shall never know because they never incorporated.

As for the financial logic behind the first hearbeat abortion ban, well, in order to find out when the first legal moment of life occurs, there must be data collection for human asset management which would mean more child abuse and neglect NGO programs to assist in keeping tally,

Since nothing is planned in the State of Ohio to address poverty and its ills, that means there will be higher rates of premature births and infant mortality for human subject testing, all billable to Medicaid.

Happy Child Abuse Propaganda Month!

Ohio governor signs ban on abortion after 1st heartbeat

Ohio governor signs ban on abortion after 1st heartbeat

COLUMBUS, Ohio (AP) -- A bill imposing one of the most stringent abortion restrictions in the nation was signed into law in Ohio on Thursday, banning abortions after a detectable heartbeat in a long-sought victory for abortion opponents that drew an immediate constitutional challenge.
In signing the heartbeat bill, Republican Gov. Mike DeWine broke with his predecessor, Republican John Kasich, who had vetoed the measure twice on grounds that it was unconstitutional.
But DeWine defended Ohio Republicans' decision to push the boundaries of the law, because "it is the right thing to do."
"Taking this action really is a kind of a time-honored tradition, the constitutional tradition of making a good faith argument for modification or reversal of existing legal precedents," he said. "So that is what this is."
He said it's the government's job to protect the vulnerable. The bill outlaws abortions once a fetal heartbeat is detected, which doctors say can be as early as five weeks into pregnancy, before many women know they are pregnant.
Ohio's closely divided politics had slowed the progress of the bill as it has caught momentum elsewhere , forcing years of debate in the state where the movement originated. Of five previous states that have passed heartbeat bills, three have seen their laws struck down or blocked by the courts, another faces a legal injunction and the fifth is awaiting governor's action.
DeWine's action came a day after the latest version of the bill cleared the Republican-controlled Legislature.
Even before the bill was signed, the ACLU of Ohio said it was preparing a constitutional challenge to the law on behalf of Pre-Term Cleveland and three other Ohio abortion clinics.
The legal challenge is what the bill's backers have always wanted. They hope to provoke a legal challenge with the potential to overturn the U.S. Supreme Court's 1973 Roe v. Wade ruling that legalized abortion up until viability, usually at 22 to 24 weeks.
"The heartbeat bill is the next incremental step in our strategy to overturn Roe v. Wade," said Ohio Right to Life President Mike Gonidakis. "While other states embrace radical legislation to legalize abortion on demand through the ninth month of pregnancy, Ohio has drawn a line and continues to advance protections for unborn babies."
Kellie Copeland, director of NARAL Pro-Choice Ohio, said lawmakers and the governor have plunged the state into "a dystopian nightmare where people are forced to continue pregnancies regardless of the harm that may come to them or their family."
The law makes no exceptions for pregnancies resulting from rape or incest.
EMILY's List, a national group that supports candidates who favor abortion rights, also decried the Ohio bill, as did the Democratic National Committee.
DNC CEO Seema Nanda called it "the latest example of how the Trump administration's extremist, anti-women policies have emboldened legislators across the country to attack women's access to health care."
DeWine said his administration is committed to supporting pregnant women.
"I just want to make it very, very clear, our concern is not just for the unborn, our concern is for all individuals who need protection," he said. "It is our duty, I believe, and an essential function of government, to protect those who cannot protect themselves."

Trafficking Tiny Human Banking Models: Michigan Neonatal Biobank & Its Trust Fund

Image result for baby and piggy bank
Michigan Department of Health & Human Services
has a Baby Bio Bank
I came across an interesting article that I almost dismissed as a disinformation hit piece that I thought was being spread around as what is called fake news to discredit the organ harvesting stories about to break into the main stream news, but I quickly took pause just because I saw it was a Michigan cases.

So, I pulled the complaint from the Michigan Eastern District Court, my favorite court.

The case is about a group of parents who are suing Michigan for drawing and storing newborn blood and storing it the Michigan Neonatal Biobank of the Michigan Department of Health and Human Services.

For just a moment, I thought once more that this may be a counter conspiracy theory to throw shade to the Planned Parenthood allegations of selling fetal tissue and other sorts of unverified urban legends.

I believe Planned Parenthood is a money laundering operation for the DNC.

Then I realized that I was looking at another one of those human asset databases I have been talking about for the longest.

What was even more sensational is that it looks like it is one of those "authorities".

So I looked up the President, Edward Goldman of this Michigan Neonatal Biobank, where he just so happens he is an attorney out of University of Michigan School of Law teaching Reproductive Justice now at Wayne State University.

Reproductive Justice is just a fancy was of saying "Trafficking Tiny Humans".

The Michigan Neonatal Biobank also has a Trust Fund called the Michigan BioTrust for Health which is federally funded.

This Michigan Neonatal Biobank is warehoused in Wayne State University, the number one university in the world in perinatal research.

I remember when the day Allen Gilmore went to D.C. to discuss the perinatal grant because I called my Sweetie to tell Allen to get my file from his secretary and make them give me my degrees they stole.

To this day, I still have my questions about the congressional machinations of the grant and I will leave it right here, for now.

The Michigan Neonatal Biobank sells newborn blood samples all over the world to researchers.

Then I realized what I had found, the emerging industry of selling tiny humans, as intellectual property, used as collateral to fund its trust fund, because it is in a bank, a biobank.

So, now, we have land banks, sperm banks, egg banks, and now biobanks, and all of them are unregulated, used in the biomedical research, meaning, they are probably conducting biomedical research on the population of Detroit, which is why the city is number one in the nation in infant mortality, but at this point I can only speculate on things I have heard floating around in the streets.

Back to the lawsuit.

The State of Michigan does possess the powers to draw and deposit the blood of a newborn into its biobank because of this thing called parental rights, which no one wants to understand.

The biological parent at birth does not possess the right to make decisions on behalf of the infant as the State has not certified the birth.

Notice I did not speak upon registration of the birth.

The Hospital will register the birth with the county, which means, until the State grants the gift of custodianship and guardianship, the state is the original legal parent and the child is property of the state.

I could go deeper into this, but I already did in my book and in multiple posts.

Quintessentially, the State will prevail in its Motion to Dismiss in part, because the parents should be successful arguing that the State cannot establish a chain of command of the blood sample because the repository is privatized.

We all know the issues with privatization in Michigan with the Emergency Manager Law, with boundless "authorities", to do what it wants as long as it makes money, and they answer to no one.

I wonder if we can get an audit on that Michigan BioTrust for Health, because it looks oddly like the Michigan Children's Trust Fund.

I do not have a problem with advances in technology or biomedical research in personal medicine, I just have an issue when they use the babies of "The Poors" (always said with clinched teeth) to "maximize revenues" particularly if Social Impact Bonds are associated with it and other nefarious ideas of servitude, for the glory of human research.

Is this newborn blood tagging a form of biometric tracking, genetic mutation research or what I like to call designer baby research?

Is this part of the "culling" of targeted populations or the generation of organs?

If they trafficking tiny human genetics to foreign nationals, who are they and what are they doing with the HUMINT?

Oh my, I can do a full out treatise on this.

I could continue, but I would rather everyone to just read the information provided, below.

Lawsuit Alleges Michigan Illegally Obtains Newborns' Blood

HEMLOCK, Mich. (AP) — A group of Michigan parents have filed a lawsuit alleging that the state didn't obtain proper consent to draw or store their newborns' blood for medical research.

Philip Ellison filed the federal lawsuit on behalf of the parents, saying Michigan's practice of drawing infant blood is unconstitutional, MLive.com reported . The lawsuit also alleges that there aren't protections in place to stop police or others from accessing information that can be derived from the stored blood samples.

"Essentially, the state has stolen consent from parents," said Ellison, an attorney based in Saginaw County.

The lawsuit isn't trying to stop newborn testing, but aims to better inform and return parents' right to decide, he said.

The blood of more than five million people is being stored, according to the Michigan Department of Health and Human Services.

The state started drawing newborn blood to test babies for ailments in the 1960s, the department said. The initial list started with six maladies and has grown to more than 50 conditions today. Michigan began storing the blood samples in the mid-1980s.

Lawmakers amended the state's Public Health Code in 2000 to allow the use of newborn screening blood spots in health research. The BioTrust program was later formed with an advisory board to oversee the stored blood and its use in research.

People born between 1987 and 2010 can opt out of blood research and storage by contacting the state, according to the department. For children born after May 2010, parents can opt out by declining to sign over consent. Blood spots will be stored unless a parent asks the state to destroy them.

Lynnette Wiegand is a mother of four and a plaintiff in the case. She assumed that her children's blood would be discarded after testing.

Michigan's consent form should separate and clearly specify consent for blood to be drawn, for use in medical research and for storage, she said.

Lawsuits challenging blood storage practices in other states have led to the destruction of millions of blood samples.

"It really goes counter to what other parents might want and the importance of them having a say in the process to eliminate samples from the bio bank," said Natasha Bonhomme, who works for the nonprofit Genetic Alliance.

Newborn screening occurs without consent as part of public health in every state, she said. She believes it's critical to separate the issue of consent for drawing blood and consent for storing or testing the blood.

She said the lawsuit could indicate that Michigan needs to do a better job at informing people about their processes.
