Is Wayne County And Detroit Double Billing Delinquent Water Bills Of Tax Foreclosure Purchases?

The Detroit News has produced the story of impact of residential water shut-offs in Detroit.

Great.

The story even emphasises that there is a significant disparity in the rates of water shut offs between business and residential.

Detroit hits residents on water shut-offs as businesses slide

Detroit last year shut water service to 23,300 homes — the equivalent of every household in the city of Pontiac — but left the taps running at thousands of businesses that owe millions of dollars, city documents show.
Businesses and government-owned properties owe nearly twice as much as residences, $41 million compared with $26 million for homes, but only 680 were shut off in 2015, according to records obtained by The Detroit News through the Freedom of Information Act.
Now, here is my enumerated query, of course being devoid of any emotional concerns for the economic struggles of the poor in order to reel in the fiscally conservative base of Michigan:
  1.  If state and local laws allow for delinquent water bills to be put onto the city property taxes, the property then goes into Wayne County Tax Foreclosure, and finally the property is purchased at auction for consideration of the past due taxes, then why is there still an outstanding water bill?
  2. If delinquent water bills are put onto city property taxes, then, pursuant to state and local laws, the property is then transferred to the Wayne County Treasurer, then how come there is no notice of possible outstanding water bills, if the new owner is suppose to incur the previous liabilities differently than what is currently outlined in state and local laws, then why has the Wayne County Treasurer not publicly addressed this new policy and the issues of possible conflicts and remedies?
  3. If delinquent water bills which are put on the property taxes as liens, and an individual enters into a repayment plan with Wayne County, yet the property owner breaches the repayment plan, are those repayment payments which were made to the county broken down into what percentage of payments go to delinquent water bills or are all the payments going to the Wayne County Treasurer?
  4. Is not Wayne County obligated to schedule a water meter reading to issue some form of final reading of a water bill prior to auction?
  5. Why has not the Director, Gary Brown, of the Detroit Water and Sewage Department not addressed the issues with Wayne County on coordination of the validity of delinquent water bills being placed onto the property tax rolls of properties that have successfully went to auction for the purposes of reimbursing the DWSD?
  6. Is DWSD double billing for delinquent water bills after Wayne County Tax Foreclosure Auctions?
  7. Is Wayne County Treasurer stiffing DWSD on delinquent water bills?
  8. Why has not the Wayne County Treasurer addressed the issues with DWSD on coordination of the validity of delinquent water bills being placed onto the property tax rolls of properties that are to be put out for public auction?
  9. Why has not the DWSD and Wayne County Treasurer not provided any assistance to this family, with young children, to investigate and assist with the restoration of water service when there has been federal funding allocated for this purpose?
  10. Has anyone, or any organization contacted the Michigan Attorney General, Bill Schuette, on looking into this matter of what happens when someone purchases a home from the Wayne County Treasurer and finds out, down the road, that there are still outstanding delinquent water bills?
  11. If Michigan has a statutorily-mandated poverty exemption to pay property taxes and Detroit has a constitutional duty to annually assess the actually values of properties, then how is it there are still delinquent water bills on these properties, exceeding the actual value of the property, after they were successfully bidded at public auction?
  12. How come Nestle' does not pay water bills?
Fine, I will do it simply for the fact that I do not want to see Child Protective Services target this woman and her kids for child neglect, which they will as it is Child Abuse Propaganda Month, and all, you know.
