Detroit Region To Get Another Authority

First, there was the Cobo Hall Regional Authority.  For those of you who are unaware of its background, here is a quick overview:

Cobo Hall was falling apart, loosing money.  We know now with the federal trials and convictions that corruption and mismanagement played a big role.

Then there was the Michigan Education Achievement Authority because the same corruption and mismanagement surfaced through investigations.

Still in the proverbial legal oven is the Consent Agreement because the same aforementioned patterns were found.  Another type of state authority.

Now, I present to you the latest in State formed authorities to come in and play clean up.  Wayne County Community Mental Health Authority.  Same aforementioned patterns apply.

  2012 Senate Bill 1196: Revise Wayne County mental health program management


Introduced by Sen. Bruce Caswell (R) on June 14, 2012, to require that Wayne County “community mental health services program” to be re-established as a “community mental health authority,” which is governed by a different statute.

 BEGINNING OCTOBER 1, 2012, IN ORDER TO QUALIFY FOR STATE  

SUPPORT UNDER SECTION 202, IF A SINGLE COUNTY THAT HAS SITUATED  

TOTALLY WITHIN THAT COUNTY A CITY HAVING A POPULATION OF AT LEAST  

500,000 ESTABLISHES A COMMUNITY MENTAL HEALTH SERVICES PROGRAM,  

THAT COMMUNITY MENTAL HEALTH SERVICES PROGRAM SHALL BE ESTABLISHED 

AS A COMMUNITY MENTAL HEALTH AUTHORITY AS SPECIFIED UNDER SECTION  

205. 

The benefits of an authority are the pooling of resources for greater efficiency in the delivery and quality of programs and services.

Authorities also demarcate a directional trend for future benchmarks like the U.S. Detroit Port Authority.  

The times are changing and we need to respond appropriately.  That is why I run for office.
