Michigan has a strong history of not answering public questions, ignoring FOIAs and taking task force reports such as this and burying them deep, in the underground vaults of an obscure departmental division, locked in a coded pdf format.
I have asked the Auditor General why state reports are locked. Response was to "preserve the presentation of the information."
Federal government does not lock their pdf's.
