MS-13 Members and Associates Arrested for Sex Trafficking a Minor

ALEXANDRIA, Va. – Eleven members or close associates of the MS-13 gang were arrested this week relating to the sexual exploitation and physical abuse of a minor in northern Virginia and Maryland.

“Sex traffickers often prey upon the most vulnerable victims in our society, and when combined with the horrific abuses of a gang like MS-13, the effects can be devastating,” said G. Zachary Terwilliger, U.S. Attorney for the Eastern District of Virginia. “I have personally handled the prosecution of MS-13 members in northern Virginia for over a decade, including for gang-controlled sex trafficking, and I have led meaningful outreach efforts with the Hispanic community in order to raise public awareness of these serious threats. As I’ve noted before, no one suffers more at the hands of MS-13 than other individuals of Central American birth or ancestry, and cases like this are proof of the need for community leaders to step up, acknowledge this reality, and work together to be part of the solution. I want to thank our law enforcement partners for conducting this complex investigation and arrest operation in a diligent and professional manner, and for their sustained commitment to eradicating MS-13 from our communities. These defendants are charged with heinous offenses, but are appropriately presumed innocent unless or until proven otherwise.”

According to court documents, in Aug. 2018, a 13-year-old identified as MINOR 2 ran away from a youth home in northern Virginia. Shortly after running away, MINOR 2 was introduced to members of MS-13. Members of the gang beat MINOR 2 26 times with a baseball bat as part of a gang initiation. Gang members then sex trafficked MINOR 2 in Virginia and Maryland using the currency of cash and drugs. While in Virginia, men lined up to have sex with her in a wooded area behind one target’s apartment complex. The men gave her drugs in exchange for sex. She also was harbored in various apartments in northern Virginia where men paid her and her handlers cash for sex.

“MS-13 is known for their violence and intimidation, but the horrific crimes alleged in this case show how their cruelty and depravity know no bounds,” said Robert E. Bornstein, Acting Special Agent in Charge of the FBI Washington Field Office Criminal Division. “The FBI and our community will not stand by while children are beaten, plied with drugs, and trafficked for sex. We will continue to work tirelessly with our law enforcement partners to disrupt violent gang activity and bring justice on behalf of the innocent victims on whom they prey.”

According to court documents, MINOR 2 was later beaten again with a bat 26 times. After the second bat beating, MINOR 2 was transported to Maryland, where she was sold to numerous gang members and other customers in exchange for cash. Law enforcement recovered photographs and videos of MINOR 2 while being sexually exploited, along with numerous social media messages regarding the trafficking and sexual exploitation of MINOR 2.

“Today’s arrests are a prime example of the commitment and dedication of local police officers and federal agents to safeguard northern Virginia against crime and violence,” said Edwin C. Roessler Jr., Chief of Fairfax County Police. “The Fairfax County police department will continue to use every resource and leverage the full weight of our agency and our federal partners to prevent violence by interdicting organized crime and holding alleged criminal street gangs accountable.”

A federal district court judge will determine any sentence after taking into account the U.S. Sentencing Guidelines and other statutory factors.

Prelude To Detroit: Trump Launches Operation Legend - DHS Goes To Chicago After Mass Shooting At Funeral Of Another Mass Shooting

Contrary to what local mayors and governors bemoan as an encroachment upon their sovereign powers to govern, the purpose of the government is to protect its most precious treasures, the heirs of perpetuity, or, more intuitively recognized as children.

When children are beaten, drugged, raped, tortured, lab ratted, and murdered by gun violence, you have a breach of the fiduciary duty, to protect the posterity of the children's trust, in a blatant breach of oath to the public and private office held, where the parental right to keep and bear the arms of that body corpus can be terminated.

In the DeShaney v. Winnebago County, SCOTUS rendered its decision to the question:

Does a state's failure to protect an individual against private violence constitute a violation of the Due Process Clause of the Fourteenth Amendment?

"No. The Due Process Clause does not impose a special duty on the State to provide services to the public for protection against private actors if the State did not create those harms. "The Clause is phrased as a limitation on the State's power to act, not as a guarantee of certain minimal levels of safety and security; while it forbids the State itself to deprive individuals of life, liberty, and property without due process of law, its language cannot fairly be read to impose an affirmative obligation on the State to ensure that those interests do not come to harm through other means."

The Rehnquist Court demonstrated a severe lack of awareness in the parens patriae doctrine in DeShaney v. Winnebago County , because, that defendant did in fact violate the Due Process clause to protect the child, as child protection had been placed under Trade and Commerce Law back in 1976, federally funded by CAPTA in 1974, solidifying the basis of the initial argument that it was the inherent right of the state to protect its heir in perpetuity. Therefore, the state violated federal anti-commerce law and the due process contained within of 15 U.S.C. 15 (c), obfuscated within child welfare policies.

Attorney General William P. Barr Announces Launch of Operation Legend

Today, Attorney General William P. Barr announced the launch of Operation Legend, a sustained, systematic and coordinated law enforcement initiative across all federal law enforcement agencies working in conjunction with state and local law enforcement officials to fight the sudden surge of violent crime, beginning in Kansas City, MO.  Operation Legend was created as a result of President Trump’s promise to assist America’s cities that are plagued by recent violence.

Operation Legend is named after four-year-old LeGend Taliferro, who was shot and killed while he slept early in the morning of June 29 in Kansas City, the latest in a string violence to plague Kansas City in recent weeks.  Kansas City has already reached 100 homicides this year, a 40 percent increase from last year.

“President Trump has made clear: the federal government stands ready and willing to assist any of our state and local law enforcement partners across the nation responding to violent crime.  Operation Legend will combine federal and local resources to combat the disturbing uptick in violence by surging federal agents and other federal assets into cities like Kansas City, a city currently experiencing its worst homicide rate in its history,” said Attorney General Barr.  “The Department’s Operation Legend is named in honor of one of Kansas City’s youngest victims, four-year old LeGend Taliferro who was shot in the face while sleeping in his bed.  LeGend’s death is a horrifying reminder that violent crime left unchecked is a threat to us all and cannot be allowed to continue.”

As part of Operation Legend, Attorney General Barr directed federal agents from the FBI, U.S. Marshal Service, DEA and ATF to surge resources to Kansas City in the coming weeks to help state and local officials fight the surge of violent crime.  They will be working alongside state and local law enforcement agencies. Department of Justice assets will include over 100 FBI agents, U.S. Marshals, DEA agents, and ATF agents.

In addition, Timothy A. Garrison, U.S. Attorney for the Western District of Missouri will be surging additional resources from his office to ensure he is able to handle an anticipated increase in prosecutions.

Foundation awards $4 million for Metro Detroit programs

Detroit — The Children’s Foundation has awarded $4 million in grants to fund 93 community, research and educational initiatives in Metro Detroit.

The foundation awarded a $50,000 grant to a program at the University of Michigan Medicine called "Transforming Research into Action to Improve the Life of Students," which serves children in the Detroit Public Schools Community District.

How about some quality housing, that is not prone to fake ass property tax foreclosures. That might improve the quality of life, but, hey, what do I know? God forbid I even mention the quality of life for the parents who survived the foreign invasion, to care for the students, but if I did that, it would just throw off all their white paper research and Social Impact Bond Investment Programs they are working on.

Four grants totaling $52,376 related to burn services were awarded to the Children’s Hospital of Michigan. The funds will allow the hospital to provide burn patients with take-home gauze and burn ointments and custom-made pressure garments that promote healing and reduce scarring.

The grants also will support the expenses of a burn survivors event and educate staff at the annual American Burn Association conference, officials said.

•A grant of $113,573 to Hamtramck Public Schools to support continued operations of a health clinic for children who are immigrants.

You do know there are clinics for children who are immigrants in Hamtramck, that bill Medicaid, right?  Have you ever taken a peek at that Recreational Center? You should.

•Boys Hope Girls Hope Detroit received $20,000 for an art therapy program and to fund staffing of a certified art therapist at the Hope House residential scholar program.

Using the word "therapy" means you can bill at your heart's desire to Medicaid.

•Common Ground received a $50,000 grant to support work in its runaway and homeless youth program.

Did anyone ever think that runaway and homeless youth are what we call today, victims of human trafficking, who, pretty darn sure, came out the Michigan Child Welfare System, that which this Children's Foundation has been funding research on child abuse and neglect, going back as far as when they launched this crap as CAPTA?

Raskin is absolutely clueless as he has no idea of what Termination of Parental Rights is.

Raskin is daft when it comes to what is considered as abuse and neglect.

Failure to provide for the necessary needs of the child is called abuse and neglect, otherwise known as poverty.

Raskin has no idea that it is still legal to procure and purvey tiny humans, and to think, he sits on House Judiciary, or perhaps he does and is just playing dumb.

Connolly got dramatic about how we treat children, but refused to talk about domestic and international foster care and adoption.

If he thought these stories at the border were gut wrenching, I would strongly encourage him not to look at ills of child welfare in the United States, particularly the Public Private Partnerships like the U.S. Conference of Catholic Bishops.

If he did, we might have to ask Betsy DeVos & co. about their privatized trafficking tiny human contracts.

Maybe, just maybe, one day, someone up there in the Ivory Tower on the Hill will figure out what the word, "except" means in the Thirteenth Amendment.

Between April 2018 and June 2018, the Trump Administration separated at least 2,800 children from their parents at the southern border under the “zero tolerance” policy that Attorney General Jeff Sessions instituted in April 2018 and a related policy that DHS Secretary Kirstjen Nielsen instituted a few weeks later to refer all parents who made unauthorized border crossings for prosecution. In January 2019, the Inspector General of the Department of Health and Human Services issued a report finding that the Trump Administration may have separated “thousands” of additional children before the zero tolerance policy went into effect.  In addition, the Trump Administration recently admitted to separating an additional 700 children from their parents at the border after June 2018. Recent reports have identified deteriorating conditions in border facilities where children are being detained. For example, reports from the Inspector General of the Department of Homeland Security have highlighted overcrowded, unhealthy, and unsafe conditions in these facilities, and they have warned that these issues need to be addressed immediately to mitigate health and safety risks. Other recent reports have raised concerns about racist, sexist, and xenophobic views expressed by some Border Patrol officers regarding detained immigrants through a secret Facebook group.
