Yes, children in foster care are used as lab rats for the pharmaceutical industry, or in this instance, in overseas operations, children are in orphanages used for chemical testing and biomedical experiments.
The only difference between the domestic and international operations are that USAID funds the foreign drug testing on kids, and in the U.S., it is called Medicaid Fraud in Child Welfare and the money is funneled through political campaigns and other NGOs.
Always remember, no one cares about the children, unless there is a revenue maximization generation component for the Social Impact Bonds.
