You bet your bottom dollar this is governmental child trafficking.
Gotta cut those costs and keep those privatizated child placing agencies churning profits!
Pay attention to what one of the workers said. "this is no better than the life we took them from."
And always remember, poverty is a crime. but not governmental trafficking of tiny humans.
