Once again, another Michigan Audit of its Medicaid Programs demonstrates that the state refuses to deal with its contracted entities.
The Home Health Program is very beneficial to staff and its clients. I consider it as a jobs creation program whereby those who are already caring for an individual in need can now do so without worrying about hiring out or nursing home for the purposes of securing a traditional job.
Home Health Program also creates the opportunity for people to work and become productive in society.
Yes, there are times when a few bad apples will spoil the barrel, but in general, I blame the state.
Because Michigan did not enforce such federally mandated rules like "keeping logs and turning them in" or "contract reviews" for payments, the state is at risk of having to pay back $146 million in funding.
Keep in mind that the child welfare programs of respite or foster care "home help" were not included in the scope of this audit because it is a secret.
