Michigan legal guardian abuses kids

Does this mean a foster child who reports abuse would have to have the Superintendent of Michigan Children's Institute present unless there is a court order?

Would the State be charged with abuse and neglect?

Introduced by Rep. Joseph Graves (R) on March 12, 2014, to prohibit a state child protective services investigator from interviewing a child outside the presence of a parent or guardian unless the agency gets a court order permitting this.
