Yes, after decades of enforcing the "guilty until proven innocent" doctrine, individuals will be afforded the chance to participate in the constitutional right of due process.
When there is a child abuse and neglect case is filed, the state files the alleged perpetrator's name to the Central Registry of Abuse and Neglect.
Traditionally, the state never sends the alleged perpetrator notice. Even if the court finds through investigation that the claim is unsubstantiated, the name remains on the Registry.

Sex offenders have the right of due process as there is a trial, conviction and open process to register.
The Bill provides for mandatory effectuation of service.
It is my belief that the Bill is a result of a lawsuit filed against the state pertaining to this lack of service.
