Why U.S. Hates International Treaties and Russia

If you have ever wondered why there is a fanatic movement against the United States entering into international treaties, well here is a fine example of covert political marketing to keep the States' dirty little secrets of child welfare buried.

Parental Rights is an highly organized movement which has created a movement to ratify the U.S. Constitution under the guise of "parental rights".  Parental Rights, as I have remained steadfast in my position that only the States Attorney General have been granted parental rights, are to be used as a political force to enforce social morality of a particular group of special interest investors.

Without going into details of the background and visions of the particular group of special interest investors, I will focus on the point that the Parental Rights Amendment has a specific section where it would allow, in so many words, the U.S. to thumb its proverbial nose up at international treaties like the  Consular Convention between the Soviet Union and the United States of 1964.

And this is why Russia and any other county will never be granted access to the foster care records because the particular group of special interest investors call it a parental right.

Shhh, it's a secret.

Russia demands US grant access to adopted child subject to abuse

MOSCOW, October 30 - RAPSI.
Moscow has demanded that the U.S. authorities grant Russian consulate employees unlimited access to Maxim Babayev, who was subject to abuse from his U.S. foster family, according to a statement by foreign ministry spokesperson Maria Zakharova.

Maxim's adoptive parents were arrested in Brevard, Florida on suspicion of child abuse last year. The court later closed the case. In September, Russian diplomats requested a full explanation from the US authorities and details of the boy's whereabouts so that they could meet with him.

The Russian Foreign Ministry said that the ruling recently passed by the Brevard District Court, Florida, refusing to grant the Russian consulate access to Babayev contradicts the provisions of the Consular Convention between the Soviet Union and the United States of 1964.
Zakharova said that the Brevard District Court ignored Moscow's request to grant Russian consulate employees unlimited access to Babayev, and instead recommended talking with Maxim's temporary guardian over the telephone.
Here is the official  release from the Ministry of Foreign Affairs of the Russian Federation:

Answer of Commissioner for Human Rights, Democracy and Supremacy of Law of MFA of Russia K. K. Dolgov to a question of RIA Novosti regarding the situation around six-year old Maxim Babaev
1896-08-10-2012
Question: How is the situation with Maxim Babaev adopted in the U.S. which underwent abuse by his foster parents?
Answer: The MFA of Russia and the Embassy in Washington keep this issue under constant control. However, “a concerned, adequate approach to Babaev's case on the part of American authorities has not been evident". The Russian consular representatives, who addressed the U.S. authorities, had received only unclear explanations which confirmed the facts of the child abuse in 2011. It turned out that once again, despite the initiated in last October criminal case on suspicion of infliction of bodily injury, the Brevard District Court (in Florida) did not find the foster parents guilty in August 2012 .
A detached position of the U.S. Department of State is an issue of special concern. Particularly, it has disallowed a consular visit to the child set forth in the Consular Convention between the Soviet Union and the United States of 1964. We consider this meeting extremely important and necessary to make sure that the child is in good conditions. The foreign policy agency of the U.S. in close collaboration with the competent social services of Brevard must arrange a meeting of the Russian Embassy’s representatives with Maxim Babaev and provide all the necessary information on the situation around the boy.
We believe that those guilty in abuse of M. Babaev will undergo due punishment, and the boy will be placed in an adequate and well-tried family.
We proceed from the fact that acting Russian-American agreements, particularly, coming in force Agreement on Collaboration in International Adoption, will bring all the necessary instruments in order to prevent such tragic incidents. It is important that the U.S. authorities promote strict and full observance of the above Agreement for the purpose of effective security of rights and interests of the adopted Russian children.
