The Michigan Medicaid Game

Michigan is in full swing to make an economic come back.... on the backs of kids.  Don't hate the game, hate the player.

Actually, I would have no opposition to maximizing revenue schemes, if only it was not perpetrated by those who are against these programs.  Oxymoronic politics.

So here we have it.  Michigan has been penalized by the feds for Medicaid fraud, cutting their money.  Michigan has to pay it back, too.  Here is the game they came up with:

Instead of a flat tax on each medical services health care providers, tax each transaction.  Sounds like H.R.870.

Passed 26 to 9 in the Senate on June 30, 2011, to repeal a 6 percent use tax on medical services health care providers, and replace it with a 1 percent tax on health insurance claims. These taxes are designed to “game” the federal Medicaid system in ways that result in higher federal payments to Michigan’s medical welfare system. This bill creates the new tax.

Here, Michigan will run game of the feds.  Playa, playa is about to get paid.  Not bad but now, it gets better.  Michigan shall now raise the age of eligibility of foster care from 18 to 21.  That's right.  The state can now come up with more reasons to put more kids and keep more kids in the foster care system longer.


On it's face, it would be a good thing if it was offering services but if you have never dealt with child protective services, you would not wish that hell upon any living soul.


I guess as more and more entitlement programs are cut, the more reasons will be created, funded through the feds, to care for the poor.  Foster care is a mainly a Medicaid funded program.


The Michigan Department of Community Health appealed a March 28, 2008 determination by the Centers of Medicaid and Medicare Services (CMS) disallowing $89,848,860 in federal Medicaid reimbursement.

Michigan lost its appeal.
Game on.


The last time I checked, a state could not use federal dollars to pay its state participation in the program nor could a state tax federal funding.  I could be wrong so I will go ask.
