Shoreline foster father charged in rape of foster children

King County prosecutors have filed child rape charges against a Shoreline foster father.
Prosecutors contend Richard Jason Boothby admitted to sexually assaulting three children placed at his Shoreline home. According to the allegations, the abuse had been going on for nearly three years prior to Boothby's arrest last month.
Describing the allegations against Boothby, Senior Deputy Prosecutor Carol Spoor said the 37-year-old "abused his position of trust as a foster parent and offended against (a) very young, vulnerable child."
Writing the court, King County Sheriff's Detective Casey Johnson said one boy, then 4, told Boothby performed oral sex on him while he was living at his home two years before.
The child told staff at his new home out of state that he would climb into Boothby's bed at night because he was scared of the "boogieman," Johnson told the court. While in bed, the child told police, Boothby sexually assaulted him on several occasions.
Contacted by investigators, Boothby arrived at the Kenmore precinct office with his pastor to discuss the allegations, the detective continued. In an interview, Boothby admitted to sexually assaulting three foster children who had lived in his home.
In graphic detail, Boothby described sexually abusing the 4-year-old, as well as two other children under the age of 10, Johnson told the court. Neither of the other children were willing to confirm that Boothby had done so.
Speaking Friday, Department of Social and Health Services spokeswoman Sherry Hill said Boothby and his wife were first licensed as foster parents in June 2008. All foster children were pulled from the home after the allegations came to light late last year.
Boothby and his wife fostered 11 children during the 2 1/2 years since they were licensed as foster parents, Hill said. A stop-placement order has been put in place, and DSHS is conducting an investigation in parallel with law enforcement.
"We'll conduct a full investigation as well," Hill said. "There are times when we may have additional findings that law enforcement will not charge."
Boothby was booked into King County jail on Jan. 27. Charged with two counts of first-degree child rape, he remains jailed on $500,000 bail.
