Is HHS A Hypocrite Or Liar?

Here you have an attempt by the U.S. Department of Health and Human Services to promulgate its newly adopted policies of transparency.  It is called the Open Government Plan.

Now, here you have explanation of standard operations in child welfare which is excluded from open government.


Would you like to know why?

Is it because the entire operations of child welfare is perversely laced with fraud, waste and abuse... in the best interests of the child, of course. Hypocrites.

Or is it due to the fact that it is too embarrassed of its inability to stop the fraud, waste and abuse in child welfare and must cover it up. Liars.

I say HHS is a hypocritical liar.
