No Citizen Complaint Management

On June 17, Cook ordered the city to pay a $1,000 daily fine for not meeting deadlines to submit an approved set of operating procedures and a case management system for handling citizen complaints.


Why are the individuals (including children) who are dealing with the child welfare system not referenced as citizens?

Why is there no approved set of operating procedures and case management system for handing citizen complaints in the child welfare system?

Why is there no exclusionary database?

I should publish my findings but I prefer the dénouement.
