To Test By Poverty or Proxy

Here is a company, IBIS World which produces industry reports for adoption and child welfare services.

It is not surprising to see the company use a proxy means test to examine the relationship between the Dow Jones Index and child welfare services. Economic indicators will show a direct correlation with child welfare as child welfare is an entitlement program, where eligibility criteria are set by the poverty means test of Title IV-A.

I have found it relatively simple to run tests to detect fraud in child welfare but what I would like to see is a calibrated report on how child welfare fraud affects national and regional economies.
