Recycling Kids

Here is an interesting post, accidentally identifying a very sophisticated Medicaid Fraud scheme involving adoptive parents and another way the statistics are skewed as children re-enter child protective services.

No fault dependency is processed as abuse and neglect proceedings for the purposed of billing.

Child welfare fraud does not discriminate, it makes money by recycling kids.

Perhaps the most candid comment we received was from the first states attorney on our case. He said, “No fault dependency cases carry the same stigma as abuse and neglect cases.” He was absolutely right. Once you have made the fatal decision to “lockout” your child for safety reasons, DCFS will process you through their case management system in the same manner that they use for neglect and abuse cases. The interesting thing is that my adoptive children were awarded Medicaid as part of a special needs adoption subsidy and their treatment is covered under the EPSDT provision of Medicaid without the state taking custody of them. The state didn't need to commit Medicaid fraud to give them treatment and it is still taking a lawsuit to get them to see it.

  2. You stated it correctly. The State did not need to engage in Medicaid fraud, but it did.

    The saddest part is that State will continue to get away with its revenue-maximization scheme.
