Kansas DCF secretary announces retirement

Kansas Department for Children and Families Secretary Phyllis Gilmore announced her retirement Friday. Her last day with the agency will be December 1.

Gilmore was appointed to the position in 2012.  She points to the overhaul of the state's welfare programs as a highlight of her tenure. She said there has been a nearly 78 percent drop in the number of Kansans on welfare.

DCF and Gilmore have come under fire for their handling of the foster children program in Kansas. At a recent hearing in Topeka, Gilmore admitted she did not know about the case of three sisters who disappeared from a foster home in northeast Kansas.

Approximately 70 foster children are considered missing in the state.
