West Virginia Can't Afford To Care For It's Foster Kids

I thought Title IV-E funded this already.

The Foster Care Program helps States to provide safe and stable out-of-home care for children until the children are safely returned home, placed permanently with adoptive families or placed in other planned arrangements for permanency.

West Virginia needs to answer some questions.

How would you feel if you had to carry everything you own in a trash bag? Thousand of children in West Virginia's foster care system do it every time they're moved to a new home.

That's why the U.S. Attorney's Office, the West Virginia DHHR, the West Virginia Prosecuting Attorney's Institute and the West Virginia Endangered Children's Task Force have teamed up with Mission West Virginia to sponsor the 'Carry-On Campaign.'
